            สำนักหอสมุดและศูนย์สารสนเทศวิทยาศาสตร์และเทคโนโลยี กรมวิทยาศาสตร์บริการ และหน่วยงานข้อสนเทศวัตถุอันตรายและความปลอดภัย ศูนย์วิจัยแห่งชาติด้านการจัดการสิ่งแวดล้อมและของเสียอันตราย จุฬาลงกรณ์มหาวิทยาลัย ได้ร่วมจัดทำแหล่งเรียนรู้ REACH Watch ด้วยการสนับสนุนของสำนักงานกองทุนสนับสนุนการวิจัย(สกว)เพื่อให้ผู้ประกอบการอุตสาหกรรมและธุรกิจการค้าต่างประเทศและหน่วยงานที่มีหน้าที่สนับสนุนการอุตสาหกรรมและการส่งสินค้าออกไปจำหน่ายในต่างประเทศ ใช้เป็นแหล่งเรียนรู้เรื่อง REACH (ระเบียบสารเคมีของสหภาพยุโรป)และใช้ติดตามข้อมูลข่าวสาร เกี่ยวกับการปรับปรุงเปลี่ยนแปลงแก้ไขระเบียบเพื่อประกาศใช้เป็นกฏหมายใหม่ สำหรับการควบคุมการใช้สารเคมีของประเทศในกลุ่มสหภาพยุโรป เนื่องจากการบังคับใช้กฏหมายนี้จะทำให้ผลกระทบต่ออุตสาหกรรมและธุรกิจการค้าอย่างกว้างขวาง
