พลาสติกใช้ครั้งเดียว : แผนที่นำทางสู่ความยั่งยืน

รายงานฉบับนี้จัดทำจากประสบการณ์ของประเทศต่าง ๆ มากกว่า 60 ประเทศ สำหรับเป็นเครื่องมือให้ผู้จัดทำนโยบายพิจารณาการนำมาตรการมาใช้เพื่อยับยั้งการบริโภคและปรับปรุงวิธีบริหารจัดการพลาสติกใช้ครั้งเดียวหรือพลาสติกใช้แล้วทิ้ง รายงานนี้เริ่มจากภาพรวมของแนวโน้มระดับโลกและระดับภูมิภาคเกี่ยวกับการผลิต บริโภค และบริหารจัดการเมื่อหมดอายุการใช้งานของพลาสติกใช้ครั้งเดียว การวิเคราะห์ผลกระทบด้านสิ่งแวดล้อม สังคม และเศรษฐกิจของพลาสติกใช้ครั้งเดียวโดยเฉพาะถุงพลาสติกและโฟมพลาสติกที่บริหารจัดการอย่างไม่ถูกต้องและเป็นปัญหา การแสดงแผนที่โลกของปฏิบัติการเพื่อลดการผลิตและใช้ถุงพลาสติกและโฟมพลาสติกของทั้งภาครัฐและเอกชน กรณีศึกษาที่คัดเลือกจากแต่ละภูมิภาคทั่วโลก และบทสรุปด้วยแผนที่นำทางสำหรับผู้กำหนดนโยบายเพื่อลดมลพิษจากพลาสติกใช้ครั้งเดียว ดังนี้

  4. ชี้บ่งและสร้างความมีส่วนร่วมของกลุ่มผู้มีส่วนได้ส่วนเสียหลักทั้งกลุ่มค้าปลีก ผู้บริโภค ตัวแทนอุตสาหกรรม หน่วยงานท้องถิ่น พลเรือน กลุ่มสิ่งแวดล้อม และสมาคมท่องเที่ยว เพื่อให้แน่ใจว่าทุกกลุ่มมีส่วนร่วมในการตัดสินใจ การศึกษาโดยใช้หลักฐานเชิงประจักษ์เป็นสิ่งจำเป็นเพื่อป้องกันการคัดค้านจากอุตสาหกรรมพลาสติก

Abstract : 

Drawing from the experience of over 60 countries, this report is designed for policymakers considering the introduction of measures to curb consumption and improve management of single-use plastics. The assessment starts with an overview of the global and regional trends of plastic production, consumption and end-of-life management. The assessment continues by examining the environmental, social and economic impacts of mismanaged and problematic single-use plastics, in particular bags and foamed plastic products. The study then presents a global mapping of actions introduced by both public and private sector actors to reduce the production and consumption of plastic bags and foamed plastic products, followed by selected case studies from each region of the world. A roadmap for policymakers looking to reduce single-use plastic pollution is found in the concluding chapter. The 10-step roadmap are 1)Target the most problematic single-use plastics, as well as the current causes, extent and impacts of their mismanagement. 2)Consider the best actions to tackle the problem. 3)Assess the potential social, economic and environmental impacts of instruments/actions. 4)Identify and engage key stakeholder groups to ensure broad buy-in and evidence-based studies are also necessary to defeat opposition from the plastics industry. 5)Raise public awareness about the harm caused by single-used plastics. 6)Promote alternatives. 7)Provide incentives to industry by introducing tax rebates or other conditions to support its transition. 8)Use revenues collected from taxes or levies on single-use plastics to maximize the public good. 9)Enforce the measure chosen effectively, by making sure that there is clear allocation of roles and responsibilities. 10)Monitor and adjust the chosen measure if necessary and update the public on progress.
